- ➤ The city of Abilene announced on March 27th a new spay and neuter ordinance that applies to all impounded dogs and cats over six months old except for licensed breeders, show and working animals, or those with a vet's waiver—repeat offenders will face stricter rules and fines instead of automatic release. Officials say the measure is designed to reduce pet overpopulation and improve animal health. KTXS
